On Tuesday, a special meeting was held in Vancouver, Canada. The International Football Association Board, also known as IFAB, unanimously approved two rule amendments. These two amendments were proposed by FIFA to deal with discriminatory and inappropriate behavior. At the same time, the new rules for clearing yellow cards for the World Cup were also passed.

The two new rules regarding discrimination or inappropriate conduct are:
① Players cover their mouths when confronting opponents
Any player who covers his or her mouth when confronting an opponent may be punished with a red card.
② Players left the playing field to protest against the referee’s penalty
If a player leaves the field of play in protest of a penalty, the referee can give him a red card. This new rule also applies to any team official who incites a player to leave the field of play.
If a team causes the game to be canceled, in principle, it will be deemed as a forfeit of the game.
As for the new rules, they will officially come into effect on July 1 this year. FIFA has decided to implement these new rules in advance of this summer's World Cup, while other event organizers can decide on their own whether to adopt the new rules before July 1.
These two new rules certainly stem from two well-known incidents at the beginning of this year. The "cover your mouth" incident originated from the Champions League match. Real Madrid player Vinicius accused Benfica player Prestani of racially abusing him while covering his mouth with his jersey. Later, the latter suffered a penalty for this. The punishment of being suspended for 6 games and "leaving the field" originated from the Senegal team that won the African Cup of Nations in the final. They were dissatisfied with the penalty kick and therefore collectively left the field for several minutes. Later, Senegal was deprived of the championship. The team appealed to the International Court of Arbitration for Sport.
Not only that, FIFA's proposed changes to the suspension rules for accumulated yellow cards in this summer's World Cup were also fully unanimously approved by IFAB. According to the new regulations, after the World Cup group stage and after the quarter-finals, there will be one "yellow card clearance" situation.
In the past World Cup, there was only a rule that yellow cards would be cleared after the quarter-finals. If a player received 2 yellow cards in a total of 5 games in the 3 group matches, 1/8 finals and 1/4 finals, he would be suspended in the next game; however, under the new rule system, a player can only be cleared after 3 games. You will face suspension only if you receive two yellows in a group match, or in the three knockout games of the top 32, top 16, and top 8. This is a rule adjustment made by FIFA to prevent the increase in the probability of suspension of important players after the World Cup expanded to 48 teams and the number of games played by the top four teams increased from 7 to 8.
